Yes you can get married in Australia while on a tourist visa. There are no residency requirements for getting married in Australia.

Tourist visa to Partner Visa Australia
If you are applying for a visitor visa, you need to demonstrate that you are a ‘Genuine Temporary Entrant’. This means that you plan to leave Australia prior to expiry of your visa.
Circumstances do change, however, and some people wish to make an application for another visa while they are visiting, including for a subclass 820 onshore partner visa.
If you have Condition 8503 imposed on your visa, and are unable to have the condition waived by the Department, you will need to leave Australia before your visa expires and make an application from outside Australia for the Offshore Partner Visa (Subclass 309).
The fact that you have lodged a partner visa application offshore does not prevent you from being granted a visitor visa to come back to Australia while your Partner Visa application is under consideration.
As for all people who get married in Australia, you must:
– Not be married to someone else
– Not be marrying a parent, grandparent, child, grandchild, brother or sister
– Be at least 18 years old (or have a court order if you are 16 or 17)
– Lodge a Notice of Intended Marriage
– Be married by a registered civil marriage celebrant or an authorised minister of religion
– Have two witnesses.
You don’t have to be an Australian citizen or Australian permanent resident in order to get married in Australia.
Who can marry you?
Only an authorised celebrant can marry you in Australia. You can search for an authorised celebrant here on the Attorney General’s Department website.
Notice of Intended Marriage (NOIM)
You need to lodge your NOIM at least a month and a day before you get married. Usually your celebrant will do this for you.
